 On the wordpress.org homepage, the title is `Blog Tool, Publishing
 Platform, and CMS — WordPress`.

 On localized WordPress site homepages (e.g., https://fr.wordpress.org), it
 is (usually) `{{LOCALE}} — WordPress`.

 These homepages should be changed so that the title is always a
 translated/localized flavour of the wordpress.org homepage.
