 Thanks, that's a Jetpack subscription email.

 Jetpack subscriptions don't support adding tracking links, and
 WordPress.org can't filter/edit the template or content.

 Unfortunately, right now this is only fixable by switching to another
 subscription engine, something we're unable to do at this time. For now,
 I'll closing as `maybelater`, I know that's not ideal, but unless Jetpack
 adds support there's no point keeeping this open.

 Looking upstream, I don't see any requests to add the functionality, but
 there's a stale request to add Jetpack Stats for opening rates:
