 To a logged out user, it doesn't appear there is any way to review a
 plugin:

 The Support tab is a bit clearer:

 However, if a plugin already has a lot of support threads, then that tab
 is unclear too as the message gets pushed down to the bottom. Example:
 https://wordpress.org/support/plugin/olympus-google-fonts/

 It would be useful if these messages showed at the top for logged-out
 users.
