 Plugin tags which don't exist, e.g., https://wordpress.org/plugins/tags
 /cats-cats-cats/, redirect to a search - e.g.,
 https://wordpress.org/plugins/search/cats-cats-cats/.

 Empty tags, like https://wordpress.org/plugins/tags/live-radio/, don't
 redirect. We should change this so that the behaviour is consistent -
 empty tags should 301 redirect using the same logic as non-existing tag
 requests.
