Comment:

 This was fixed in [6411] (thanks @obenland!). The "latest" readme.txt
 location is https://wordpress.org/plugins/readme.txt.

 It looks like there is one issue to be fixed, which is that the HTTP
 response to that URL is 404 (even though it serves the content).
