 I agree, a topic does not necessarily have a resolution, even if it is
 marked as "not a support question".

 [attachment:"3619.patch"] changes the no-replies behavior to check if
 topics are set to Resolved explicitly, this also makes sense as even if a
 topic is marked as not a support question, the mark as resolved option
 exists when writing replies and such.
