 As already mentioned serval times and to avoid confusions: There will
 still be only *one* language pack for core and each plugin/theme. The
 current build process will only be extended to include the JSON file(s)
 for the translations used in JavaScript files.

 > The filenames of the generated files for each JS file should be in the
 format of {$domain}-{$path}-{$locale}. Where $path is the full path to the
 JS file with path separators replaced by dashes

 Does this really work for systems which have a file path limit?
