 The issue is that the glossary functionality hasn't been adapted to work
 for multi-handbook sites. It assumes a single glossary for a site that has
 a single handbook.

 It'll require some rearchitecting of how a glossary gets created, though
 it depends on how the glossary should behave.  @Kenshino: do you envision
 the Theme, Plugin, and REST API (and any future) handbooks on !DevHub each
 having their own glossary, or should it be a shared glossary?
