Comment:

 This is currently working as expected. See

 /wp-content/plugins/plugin-directory/readme/class-parser.php#L356 and
 https://meta.trac.wordpress.org/browser/sites/trunk/wordpress.org/public_html
 /wp-content/plugins/plugin-directory/cli/i18n/class-readme-import.php for
 the importer.

 All strings on the plugin page (https://ru.wordpress.org/plugins/display-
 active-plugins-first/) are parsed again and directly searched in GlotPress
 so the string needs to be in the project.
