New description:

 Since [5253], plugin FAQ section is prefixed with "Installation
 Instructions" string.

 That string ends up imported into GlotPress project for the plugin,
 [https://translate.wordpress.org/projects/wp-plugins/display-active-
 plugins-first/dev-readme/ru/default?filters%5Boriginal_id%5D=5606559 see
 an example].

 If the string does not exist in the
 [https://plugins.trac.wordpress.org/browser/display-active-plugins-
 first/trunk/readme.txt plugin readme], it should not be imported into its
 GlotPress project.
