 I agree, it would be nice to have a uniform login location across the
 platform. And we are working towards that goal by converting more and more
 parts of the platform to using WordPress (see the Theme and Plugin
 Directories and the recent support forum upgrade).

 However I'm not so sure that creating a fake admin bar and integrating it
 in certain non-WordPress parts is the best use of our time right now. None
 of the sites and pages that don't have an admin bar really need to be
 logged into—they don't offer any kind of user interaction where that would
 be necessary.

 This issue will be solved gradually, as more and more parts of dotorg are
 brought over to WordPress.
