Comment:

 The spinner is just meant to be shown when switching tabs,
 [https://meta.trac.wordpress.org/browser/sites/trunk/wordpress.org/public_html
 /wp-content/themes/pub/wporg-themes/js/theme.js#L357 not when paginating
 themes].

 If you're scrolling to actually look at themes (and not just to scroll),
 new themes load before you reach the end of the page.
