 While attempting to debug this I ran into #3390 and #3391.

 I did see this issue once, momentarily. I believe the unknown text is what
 is shown while the rest of the password strength JS is loaded async, if
 that load fails it'll display this.
 I'm thinking maybe an adblocker or some security software may be getting
 triggered by the password files.
