 I don't think the documentation has been approved much since John wrote
 this ticket, especially for plugin developers. Let's leave this open.

 I see two issues in this ticket - one is the state of documentation and
 the second is a notification for plugin/theme authors when a project
 translation is complete. I can help with the first one, even though I
 don't have access to update any of the plugin/theme development handbooks.
 If I get pointed to someone who's got access to do that, I can write some
 drafts.

 The second one will need to probably be transferred to a separate meta
 ticket.
