 When I created reusable blocks from the intro and outro of
 [https://make.wordpress.org/tide/2018/01/09/tide-chat-summary-january-9th/
 last week’s Tide summary post] those two blocks did NOT appear in the
 email to Make/Tide subscribers.

 Accordingly to @youknowriad:
 Reusable blocks are “dynamic” blocks which means they are rendered on the
 server in the `the_contents` hook (similar to shortcodes). I believe the
 email is using the “raw” post_content which only contains the “comments”
