 I'm going to close this as this information is invaluable to some people.

 As @swissspidy says, the `Owner` field isn't the reporter, it's whomever
 has chosen to work on the ticket.

 For regular contributors, this page allows them to see their reported
 tickets, owned tickets, and tickets they're working on all in one place.
 Being able to see that they're the owner (or that their friend or
 colleague is) is extremely helpful to knowing whether they need to follow
 up on the ticket.

 If there's anything that this doesn't explain, feel free to leave a
 comment as to what is confusing, or what we can change to make it clearer.
