 Yes, the current appearance is just a result of displaying English text in
 RTL direction. (Text direction is a translatable string for each locale
 and is
 [https://translate.wordpress.org/projects/wp/dev/azb/default?filters%5Bstatus%5D=either&filters%5Boriginal_id%5D=40305&filters%5Btranslation_id%5D=2244404
 set to 'rtl' for South Azerbaijani].)

 Once they translate the directory UI at
 https://translate.wordpress.org/locale/azb/default/meta/plugins-v3, it
 should display correctly.
