 Okay, there's now a bot DM when people join the design channel.

 It's kind of hacky, though, I'm not wild about it. If someone has some
 time to write a bot in the style of
 [https://meta.trac.wordpress.org/browser/sites/trunk/api.wordpress.org/public_html/dotorg/slack
 /trac-bot.php trac-bot], I'm happy to commit that. It should be able to
 handle DMing on channel join, or messaging the channel when the `!design-
 welcome` command is triggered.
