#3429: Plugin Support: integrate plugin version and add topic type

When trying to ascertain the quality of a plugin update by looking at the
plugin's support forum, it is very helpful to only look at threads
relating to that update (I'd settle for the most recent), and to only look
at problems with the plugin, not usage questions.

For this to work, plugin support forums should prompt for the plugin
version and then make it available as a filter.

Also, threads are currently marked as "support" or "not support", but this
is not visible in the forum and is insufficient. Usage questions are,
strictly speaking, support, but they are very different from "OMG, my site
 just broke after the update".

Threads and replies can currently be tagged, but I can't find a way to use
them for filtering. That's a good idea in itself, but free-form tags will
likely be too inconsistent and may not be assigned at all by some users.

So when creating a new topic, the user should pick a topic type from
Usage, Problem, Request and Other and, if related to a plugin, specify the
relevant version of the plugin. These attributes should then be available
 for filtering.
