Comment:

 Feature flags are a slippery slope. I'm not sure that is the best
 direction for the Plugin Directory to go.
 I'd suggest encouraging plugin authors to use a tag instead, like
 [https://wordpress.org/plugins/tags/wp-cli/ wp-cli].
