Comment:

 Overall I agree with the original request here - having the ability to
 filter to "100% free themes with no upsells" would be great - for both the
 Theme directory and the Plugin Directory.

 Unfortunately, as noted, I suspect that a large segment of themes are
 upsells in some form, which would diminish the actual usefulness of this.

 Effort is probably better spent on allowing authors to add more complete
 information about their theme to the page instead -    #215 #969

 I'm going to close this as `maybelater` as it's something we'll be able to
 look at in a future iteration of the directory, but now isn't that time.
