Unfortunately not.. Right now due to the mixed nature of the SVNs we're
not really able to mix our main config store of all the version
constants/etc with the public meta repository.
A middle ground may be to define it in an a mu-plugin, which would be made
available everywhere needed, and easily pulled into the stand-alone API
endpoints, that would also work around having to redefine it into the
meta-environment
