Non-translated URLs shouldn't redirect, as that takes you out of your
localised site/experience. That causes issues.
Canonicals (and removing the hreflang markup) is a possible option, but,
not as technically correct as the hreflang markup I've suggested. These
_are_ the localised equivalents of the EN-US versions; they just happen
not to be translated into the relevant language.
If we want users to find the right content in/for the right sites, we need
the hreflang approach. Otherwise, users in Spain will find, and end up in,
the US site rather than the ES site.
What's the objection against adding the `en-$country` markup?
