 The issue has appeared in the last few days.

 1. Create a topic on the forums with this title:[[BR]]
  `WooCommerce. Добавить 2 картинки в миниатюру товара`.
 2. The last two characters are replaced with a broken character:[[BR]]
  `WooCommerce. Добавить 2 картинки в миниатюру това�`

 The string length is 51 characters.

 The topic title field has a `maxlength` of 80 characters. It looks like
 that limit is now enforced elsewhere, but without taking multibyte strings
 into account.
