New description:

 As discussed in the meta meeting on Slack starting from
 https://wordpress.slack.com/archives/C02QB8GMM/p1534972270000100

 We need to load the post content and media files separately as there is a
 WordPress.org wide block on uploading media (except Make sites)

 To get media upload unblocked we need to do understand why there is a
 block in the first place.

 If the block cannot be removed, Photon has been suggested as an
 alternative CDN.

 @tellyworth has tasked himself to tackle this issue.

 The code related and it's issue to commit it is at #3485
