 As some have noted on slack, the second animation on
 WordPress.org/Gutenberg is very fast and difficult to follow:

 I suggest we replace with a revised version. The attached GIF shows a
 similar, though simpler action: a user rearranging blocks on a page,
 without the super-fast animation. (It's also ~1/4 the file size. 🙂)
