 By and large, that is not possible.

 If you want to stop using jbpaul17 and switch to the new username, then go
 right ahead. If you have the account, then just start using it and stop
 using the old one.

 However, the username on w.org is the same one as used by trac and SVN.
 Basically, you will lose the history there. This ticket was created by
 jbpaul17, it was not created by jeffpaul. Changing the name on w.org
 doesn't change the tickets in trac or the history of the SVN systems.
