 The handbooks currently have a ToC feature, which provides in-page linking
 to headings and easy access to links for sections.

 After moving the forum guidelines out of the handbook and into the forums,
 we are seeing the need for such a feature here as well for easy
 referencing, as some content becomes long and really needs that in-page
 link.
