 think that delay is negligible, so we don't need any additional logic to
 deal with delays.

 While there's caching on downloads.wordpress.org, both ZIPs and Checksum
 caches should clear at about the same time. There'll only ever be delays
 when the SVN processing is slowed down / delayed due to system issues or a
 large spike in plugin commits (such as what happens just after a WordPress
 release).
