Comment:

 "Fixed" by updating the DB.

 @ocean90 `ja` was set to `4.8.1` in `wporg_locales`, but `4.8.2` in
 `locales` (rosetta). Am I correct in that the latter is deprecated for the
 former? or was it around the other way (and in which case, the download
 handler needs updating?)

 The following locales were also set to `4.8.1` where as the rosetta table
 had `4.8.2`, i've bumped them to `4.8.2` too (I only looked at 4.8.x)

  * cs_CZ
  * fa_IR
  * sr_RS
  * zh_TW (was set to `4.8`)
  * hu_HU (was set to `4.8`)
