 Just wanted to add that I 100% agree, it is pretty much impossible for new
 plugins to gain any momentum right now. New plugin are hardly getting any
 downloads.

 A possible solution to this could be that new plugins start off ranking
 high for given search terms (regardless of active installs or review
 count) and slowly fall over time (maybe a 2-3 months period) based on date
 added to the repository. New versions / commits would not alter this at
 all.
