 I think the idea of doing these notifications as a plugin specific to
 WP.org might be even better. For a lower barrier to entry, I think phase
 one could be to have something similar to the forums.
 Example: on any project page at translate.wordpress.org, have a simple
 "Subscribe to this project" link so they get email notices when new
 strings are available.
