 1. Which parts of the WordPress.org site you would like to translate via
 GlotPress? Plugin and theme directories, as well as some other projects,
 can be translated here:
 https://translate.wordpress.org/locale/ru/default/meta.
 2. What do you mean by a complete navigation menu?
 https://ru.wordpress.org/ already has a navigation menu that's consistent
 with other Rosetta sites, see #1201.
