 I've got good news for you. The function is already there.
 1. Open the forum of interest, for instance
 https://wordpress.org/support/plugin/polylang
 2. Hit the button {{{Subscribe to this plugin}}} just above the search
 field.

 I'll close this ticket as WorksForMe. Feel free to reopen it if I
 misunderstood your intention.
