 It's already possible to ping a plugin contributor (or any other
 WordPress.org user) by a username and ask them to take a look at the
 topic.

 Currently anyone can reply to any topic, what's the benefit of limiting
 that to a single person? That sounds more like a ticket system, forums
 generally don't work that way :)
