New description:

 * "Sign up for an account on WordPress.org" links to
 https://wordpress.org/support/register.php (the URL is not broken per se,
 it's just a remnant of the old forums). It should link to
 https://login.wordpress.org/register instead.
 * "WordPress plugin readme file standard" links to
 https://wordpress.org/plugins/files/2016/06/readme.txt, which shows a 404
 page.
