 FWIW, it's still relatively easy to get a link to a previous version, even
 without the UI. Using Jetpack as an example:
 1. See the list of tagged versions in SVN:
 https://plugins.svn.wordpress.org/jetpack/tags/
 2. Substitute the required version in the URL:
 https://downloads.wordpress.org/plugin/jetpack.4.5.zip
