 A couple of use cases:
 * When adding a plugin or theme author as PTE for their project in their
 native language, it would be handy to be able to view the author's other
 plugins or themes and maybe add them as a PTE for those projects too.
 * When adding someone as a PTE, GTEs often take a look at the user's
 activity on WP.org in general, which might have an effect on the decision.
