 Dm to @bethannon1 when a new user joins the Slack #forums channel.

 Email ping to bethannon1 at chat.wordpress.org when a .org forum user goes
 over 100 replies, ideally when these are replies to topics they did not
 create.  This email should include the user's email account and Slack
 username if one exists.
