 Per discussion at the
 [https://wordpress.slack.com/archives/C02RQC6RW/p1499356950006334 latest
 Support Team meeting], the Unapprove action should be removed.

 If a post violates the forum rules, it can either be archived or marked as
 spam (if it's an actual spam), but it should not be moved back to
 moderation queue, as that just creates more work for other moderators.
