 In reference to [https://meta.trac.wordpress.org/ticket/2598], when
 opening up the ability to Close or Archive a ticket, provide the ability
 to not only track who closed or archived the ticket but the "reason" for
 closing or archiving in it's own field (as opposed to just in the
 Comments).
