Comment:

 The plugins are still available because they (often) still work.

 We email developers 2-3 times a year with reminders about updating and how
 to have a plugin closed. They chose not to and that's fine. But they are
 made aware.

 In return, plugins of 2+ years or more without an update are no longer
 shown on searches, unless it's a direct name query.

 By keeping them available, people can find the code, download it, fix it,
 and either communicate with the developer to apply fixes, or perhaps take
 it over, fostering a healthy ecosystem :)

 Worst case? They can email plugins at wordpress.org and ask us to take over
 the work. We often do so :)
