 No specific steps, just keep opening the page in different browsers or on
 different systems.

 On the screenshot above, the post on the right has strings from
 [https://wordpress.org/plugins/pixopoint-email-submit/ Email Submit]
 plugin's `readme.txt` file, there's absolutely no reason for it to show up
 in that Deselect Categories in Bulk Edit thread under normal
 circumstances.
