#2396: Create a translation project for the new Support Theme

 https://translate.wordpress.org/projects/meta/forums is still tied to the
 old `wporg-forums` theme, and strings from the new `wporg-support` theme
 are not available there.

 In preparation for the switch to the new theme on all forums in #2395, a
 new translation project should be created (or the current one should be
 deprecated, like https://translate.wordpress.org/projects/meta/forums-old
 was), so that translators could prepare the strings in advance before the
 switch is made.
