Comment:

 I think we can close this ticket as now the active install number is added
 to the trac tickets for new themes that have more than 500 active
 installs.

 If we want to support the use of the same slug for multiple themes in the
 WordPress ecosystem then create a patch in core to create a unique ID for
 each theme.
