 Currently the "Subscribe via Email" widget is enabled on "teams" sites but
 not the Rosetta news blog:

 * https://en-au.wordpress.org/news/
 * https://en-au.wordpress.org/team/

 We should make it as easy as possible for users to subscribe to localised
 news.
