 Thew new Support Theme doesn't have a login link in header, so the main
 forums now use the "Logged Out Admin Bar" plugin, which places the login
 link in admin bar.

 In preparation for switching to the new theme on Rosetta forums (#2395),
 the plugin needs to be activated there as well.
