 Wouldn't that possibly give the impression though to new-to-wp plugin
 authors that .org might not be taking any more plugins?

 What do you think about a toggable + configurable notice that when on
 shows at the top of the submit plugin form as well as also above the
 submit button on that form for extra emphasis that could be used to let
 users know there is a delay (but also for other things because the notice
 could be configurable). That would also offer move flexibility for more
 situations possibly. The notice could be stylized as an error.
