 While in general this shouldn't be an issue (a plugin shouldn't be 25
 megs) there have been less than five cases where zips 'appear' to be 16-20
 megs and yet cannot upload due to size. In all cases, we've discussed
 making the plugin smaller with the developer and resolved the issues,
 however we may need to revisit this.

 1. Is 25 megs appropriate?
 2. Is the size-check accurate?
 3. Should we change the message to explain more ''why'' a larger plugin is
 a bad idea and offer alternate solutions?
