 Plugin pages currently have two "Contributors & Developers" sections:
 * One on "Details" tab, listing plugin contributors from `readme.txt`.
 * One on "Development" tab, listing plugin translations.

 The latter doesn't make much sense, because translation has nothing to do
 with development. The list of translations should be moved to the
 "Details" tab and displayed after the contributors list.

 The "Development" tab should only have "Interested in Development?" and
 "Changelog" sections.
